Banca di Paperopoli is the fictional central bank of Duckburg — Donald Duck's hometown in the Disney universe. "Fantastiliardi" is an Italian neologism combining "fantastici" and "miliardi," roughly translating to "fantastic billions," the kind of absurdist denomination that appears throughout Italian Disney comics as shorthand for Scrooge McDuck's incomprehensible wealth. This note was almost certainly produced as a novelty or promotional item, not legal tender in any jurisdiction.
The watermark is a notably serious security feature for a piece of Donaldist ephemera.
