Laos issued this piece as part of a wave of commemorative silver flooding the market ahead of the 1994 World Cup cycle — produced primarily for export sale to collectors rather than any domestic circulation. The Bank of the Lao P.D.R. had virtually no tradition of circulating silver coinage by this point, and issues like this one were straightforward hard-currency earners, sold through international coin dealers and Franklin Mint-style distributors with no pretense otherwise.
