No such institution as the Banco Central Mercosur has ever existed. This is a privately conceived fantasy piece imagining a monetary union that Mercosur — the South American trade bloc founded in 1991 — has formally discussed but never implemented. Several designers and political advocacy groups produced similar proposals in the late 2000s, circulating them as visual arguments for deeper regional integration rather than as any official pilot or prototype.
Nascimento's involvement is documented in Brazilian numismatic circles. Purely a collector curiosity with no legal tender status anywhere.
