Finland's post-independence monetary situation was precarious through the early 1920s, with the markka under sustained depreciation pressure and public confidence in paper currency fragile. The 1922 series was issued as Suomen Pankki worked to stabilize circulation ahead of the eventual markka reform later in the decade.
Pick 45 was printed by the Finnish State Printing House (Valtioneuvoston kirjapaino), one of the earlier issues where Finland handled production domestically rather than contracting abroad — a deliberate policy choice following independence in 1917.
