Berlin's 1921 municipal notgeld program divided the city's districts into numbered series, each responsible for producing its own fractional emergency currency as the Reichsbank struggled to keep small denominations in circulation during the postwar inflation spiral. Tiergarten, as an affluent central district, fell into the second such issue grouping. The notes circulated locally rather than city-wide, which is why district-matched sets are harder to assemble complete than their individual scarcity might suggest.
The watermark is worth noting — unusual for notgeld of this denomination, where most issuers cut costs on security entirely.
