This issue marks one of the periodic commemorative programs authorized under King Birendra's reign, during which Nepal Rastra Bank produced a substantial range of silver pieces aimed largely at the international collector market rather than domestic circulation. The .500 fineness is a deliberate concession to production economy — fine silver issues from Kathmandu in this period were reserved for higher-denomination prestige pieces, while half-silver alloys served the mid-tier commemorative run.

Kathmandu Mint had only been re-established as a functioning modern facility in the 1970s, ending Nepal's long dependence on foreign mints including Calcutta and various European contractors.
