Nepal's scouting movement traces its formal origins to 1952, but it remained organizationally separate from the World Scout Conference for decades due to political complications surrounding Nepal's semi-isolated monarchy. The 2002 commemorative coincided with a particularly turbulent moment in Nepalese history — the royal massacre of June 2001 had killed King Birendra and most of the royal family, placing Gyanendra on the throne under circumstances that generated immediate public suspicion and political instability. The Maoist insurgency was simultaneously escalating into open civil conflict.
Issuing a celebratory brass commemorative during that specific window was, at minimum, an unusual institutional choice.
