Bank Indonesia was only established in 1953, which makes this 1952 date unusual — the notes were printed in advance by Enschedé in Haarlem and held pending the formal transfer of central banking functions from De Javasche Bank. Enschedé had printed Netherlands Indies currency for decades before Indonesian independence, so the continuity of the printing relationship outlasted the colonial one.
The 1952 series was issued under Law No. 11 of 1953, the same legislation that formally constituted Bank Indonesia as an institution.
