A "billete fantasia" — a fantasy note — has no legal tender status and was never issued by the Bank of Zambia in any official capacity. The attribution to that institution is nominal at best; these pieces are produced commercially, typically as novelty or collector items, and the central bank named on them bears no actual responsibility for their existence or content.
Zambia did transition its genuine circulating polymer notes from cotton paper beginning in 2012, which likely inspired this format. Nothing more can be reliably said about provenance or print origin.
