Bulgaria's 1951 currency reform was Soviet-directed and sweeping — the entire prewar denomination structure was scrapped in favor of a tightly controlled socialist series. This 500 Leva was prepared as part of that series but never released; the reform's exchange rates and denomination ceilings meant the highest values were withdrawn before public issue. Goznak in Moscow printed the full run, consistent with Soviet practice of centralizing satellite-state banknote production in the early 1950s.
Unissued survivors exist in collector hands, but quantities are unknown.
