The Tesouro do Estado do Rio Grande do Sul issued these state bônus as quasi-currency during the early 1930s, a period when Rio Grande do Sul's political relationship with the federal government was openly adversarial. Getúlio Vargas had risen from the state's governorship to seize national power in 1930, and the regional financial apparatus he left behind operated with considerable autonomy — these instruments reflect that independence rather than any breakdown in federal monetary control.
Printed locally by the Livraria do Globo press in Porto Alegre, the note never left the regional supply chain in either production or intended circulation. Series E suggests multiple emission rounds, though precise mintage figures for individual series are not well documented.
