The Paracel Islands have been the subject of a territorial dispute between Vietnam, China, and Taiwan for decades — China seized full control from South Vietnam by force in 1974, and Hanoi has never formally relinquished its claim. Vietnamese commemorative issues referencing the Paracels carry an unmistakable political dimension, asserting jurisdiction through numismatic means over territory Hanoi does not physically administer.
The denomination in pesos is an artifact of colonial monetary history: Vietnam used the Indochinese piastre under French rule, a unit that circulated as "peso" in regional trade contexts. Its appearance on a modern Vietnamese issue is an anachronism worth noting.
