KOMUCH — the Committee of Members of the Constituent Assembly — controlled Samara from June to October 1918 after Czech Legion forces drove the Bolsheviks from the city. It was the first anti-Bolshevik government on Russian soil, and it needed money fast. The 1916 Imperial Treasury dating on this note reflects an interrupted printing run: these sheets were produced under the Tsarist regime, stockpiled, and never formally released before the Revolution upended everything.
When KOMUCH seized Samara's financial infrastructure, those unissued stocks became immediately useful. The notes were put into circulation without modification — no overprint, no new authority stamp — which makes attribution almost entirely dependent on provenance and the specific series ranges documented for this government's issues.
