The 7-Year National Savings Certificate scheme was a cornerstone of India's post-Independence mobilization of small domestic savings, channeling rural and semi-urban capital into government coffers during a period when external borrowing was politically fraught and foreign exchange reserves were perpetually under strain. The Fifth Issue dates to 1975 — Emergency year — when the Gandhi government was simultaneously clamping down on dissent and aggressively promoting national savings drives through post offices as a patriotic duty.
These certificates were not circulating currency and were never intended to pass hand to hand; they were bearer instruments redeemable at post offices after the full seven-year term, which means surviving examples in any condition are almost invariably uncirculated by definition. The India Security Press at Nasik Road, which handled the printing, was by this point producing the bulk of India's security documents domestically — a deliberate policy shift away from reliance on foreign security printers that had begun in earnest after Partition.
