India's Ten Year National Plan certificates were savings instruments tied directly to Nehru's first Five-Year Plan expansion — the "Ten Year" designation reflects a maturity period, not a separate planning program. Issued through post offices rather than the Reserve Bank, these certificates sat outside the conventional banking framework by design, intended to draw household savings from rural populations with limited bank access.

The Post Office channel was administratively deliberate: it gave the central government a distribution network of roughly 25,000 outlets at a time when commercial bank branches were concentrated almost entirely in cities.
