This is a fantasy or novelty piece, not an official issue. Zanzibar has not been a sovereign issuer of currency since its 1964 union with Tanganyika to form Tanzania, after which monetary authority passed to the Bank of Tanzania. Any note bearing a "Zanzibar Government" issuer line dated 2017 exists entirely outside any recognized monetary authority — Gabris is a Slovak designer known for producing unlicensed fantasy notes for numerous non-issuing territories.
Collector value is as a curiosity, not as a historical monetary artifact.
