Algeria's central bank reintroduced a paper substrate for this high-denomination note at a moment when most regional issuers were moving toward polymer — a deliberate choice, though the reasoning has not been publicly elaborated by the Banque d'Algérie. Franck Medina, a French graphic designer with prior work on Algerian currency, handled the design, continuing a longstanding arrangement where French creative talent contributes to Algerian state printing projects despite the political sensitivities that relationship carries.
The security specification is notably thin for a note of this face value — watermark alone, without the thread, color-shifting ink, or holographic elements now common on comparable denominations across North Africa.
