Samoa hosted the Commonwealth Heads of Government Meeting in October 2024 — the first Pacific Island nation to do so — and the Central Bank issued this commemorative note to mark the occasion. Commemorative currency tied to CHOGM is unusual; most member states mark the summit with stamps or coins, not banknotes.

De La Rue's involvement is unremarkable for the region, but the 60 Tālā denomination is not a standard monetary unit and exists purely for this issue.
