Commonwealth Reply Coupons occupy a peculiar niche — technically issued by a national postal authority but redeemable internationally through the Universal Postal Union system, making their "issuing country" classification genuinely ambiguous. This Canadian version, denominated to match the domestic letter rate in force when it was produced, was exchangeable at any UPU member post office for return postage, a mechanism designed to facilitate international correspondence without requiring foreign currency.
