The 0 euro souvenir series launched in France in 2015 under a licensing arrangement with the European Central Bank, which permits the "euro" denomination and design format on collector items provided they carry a face value of zero — making them legal in appearance but never legal tender. Oberthur's Rennes facility, which prints genuine euro banknotes for the Banque de France, handled production, giving these souvenirs the same substrate and holographic security strip found on circulating notes.
Mont-Saint-Michel was among the inaugural release sites. The series proved far more commercially successful than anyone anticipated.
