Casa de Economii și Consemnațiuni was Romania's state savings institution, operating under tight central control throughout the communist period. In the chaotic months following the December 1989 revolution, CEC faced an immediate liquidity crisis — citizens rushed to withdraw savings they had long distrusted the state with, and the institution scrambled to manage demand with whatever instruments it could produce domestically.

Printed by I.B.M. (Imprimeria Băncii de Stat, Romania's state printing works in Bucharest), this registration document is a transitional artifact of that moment — not currency, but a quasi-financial instrument issued when procedural infrastructure had partially collapsed and formal banking documentation could not keep pace with events on the ground.
