Obodas III ruled the Nabataean Kingdom from around 30 BC until his death in 9 BC, but real administrative power rested increasingly with his chief minister Syllaeus, whose political maneuvering brought him into direct conflict with Herod the Great and ultimately with Rome itself. Hagaru I — almost certainly a queen consort, possibly Obodas's wife — appears on coinage as a co-issuing authority, a practice the Nabataeans employed with some consistency when formalizing dynastic legitimacy.

The 14–13 BC dating places this drachm within a period of acute Nabataean-Roman tension following a failed military expedition against Arabia Felix that Syllaeus had manipulated to his advantage.
