Goznak test notes — produced by the state printing and minting enterprise that has supplied Russia's official currency since the Imperial period — are made for internal calibration of printing equipment, ink density, and security feature tolerances rather than for any issued series. They circulate only within the facility itself and are never intended for release. Most are destroyed after use.
Surviving examples reach collectors through deaccession, employee acquisition, or unclear channels, which means provenance is almost never documented. What you have is essentially a printer's artifact, not a banknote.
