The Rijksmunt issued this piece in 1977 as part of an annual coin set — the paper "play money" note was included as a novelty insert, not as a circulating instrument or official currency. These sets were aimed at collectors and the general public as a way of promoting Dutch numismatic culture, and the paper components were never legal tender.
Survivorship is high; most examples remain in unopened packaging.
