Connecticut's entry in the 50 State Quarters Program preceded this note's issuance, but the paper currency side of American federalism has always been strictly centralized — no individual state has issued its own legal tender since the National Bank Act of 1863 effectively ended that era. This note is a Federal Reserve obligation, whatever the "State of Connecticut" designation suggests in the catalog context.
