Radničko-službenički restoran gradskih industrijskih i obrtnih poduzeća — the Workers' and Clerks' Restaurant of Zagreb's municipal industrial and craft enterprises — was a civic catering institution, and these supper coupons functioned as internal scrip, rationing meal entitlements rather than circulating as currency. Zagreb maintained an unusually robust municipal welfare infrastructure through much of the interwar and early socialist period, and employer-issued meal tokens of this type were a routine mechanism for managing subsidized food access for lower-wage municipal workers.

Paper composition and the localized issuer make survival rates low; coupons of this kind were redeemed and discarded, not saved.
