De La Rue Systems produced internal test pieces to evaluate paper stock, watermark registration, and press performance before committing to a full production run for a client contract. These notes were never assigned a denomination or issuing authority because they were never intended to leave the production environment — they exist to verify that machinery and materials meet specification, not to circulate.
The watermark on a test piece like this is often the most technically revealing element, showing alignment tolerances that wouldn't survive scrutiny on a sovereign issue.
