Željezara Zenica — the Zenica ironworks and mining complex — operated one of the largest integrated steel facilities in socialist Yugoslavia, and like many major Yugoslav industrial enterprises it ran a parallel internal economy for its workforce. Meal coupons of this type were issued to workers and redeemed at the kombinat's own canteen system, bypassing the general retail network entirely. The arrangement was common across heavy industry in the SFRY but rarely documented with this level of material quality.
Filigree security paper from Zavod za izradu novčanica — the state banknote printing works in Belgrade — is notably serious specification for a canteen voucher. Its use here reflects how Yugoslav enterprises occasionally drew on national printing infrastructure for internal scrip, particularly when coupon fraud had become a known problem at large facilities.
