Zero euro souvenir notes were introduced in France around 2015 and quickly spread as a collector-driven phenomenon across European tourist sites. They are legal in design — produced to euro banknote specifications and printed by licensed security printers — but carry no monetary value and are never intended for circulation. Oberthur Fiduciaire, one of the few firms authorized to produce euro-format security paper, handles the bulk of the series.
Assisi, as the birthplace of Francis of Assisi and a UNESCO World Heritage site, was an early candidate for the format. The security thread is genuine, not decorative.
