The 0 Euro souvenir note program launched in France around 2015 and quickly expanded across Europe, with Oberthur Fiduciaire handling the bulk of production under licensing arrangements with the European Central Bank — which permits the "Euro" name and format on non-legal-tender items provided strict size and design rules are followed.
