The 0 Euro souvenir note program was launched by the EuroSouvenir network in 2015 as a legal-tender-adjacent collectible — technically issued under a licensing arrangement that allows private entities to produce denominated euro notes for the souvenir trade, without any obligation from the ECB to honor them as payment instruments. Oberthur Fiduciaire prints them to genuine banknote specification, which is precisely the point: the appeal is tactile legitimacy.
The Atomium, built for the 1958 Brussels World's Fair, was never intended to be permanent. It has outlasted every other structure from that exposition.
