The zero euro souvenir note program, administered by ZEAM and printed exclusively by Oberthur Fiduciaire, operates under a legal framework established by the European Central Bank that permits the production of euro-denominated notes for non-monetary purposes — provided they cannot be confused with genuine currency. Oberthur uses the same intaglio printing techniques and security paper applied to circulating euro notes, which is precisely the point: the tactile authenticity is the product.
The Atomium was built for the 1958 Brussels World's Fair and was originally intended as a temporary structure. It was never demolished. That administrative inertia is now the reason it exists to be commemorated on a souvenir banknote at all.
