The EuroSouvenir program — launched by the European Banknote Memory Association in 2015 — exists entirely outside the legal tender framework of the Eurosystem. These notes carry face value of zero and are printed under license by Oberthur Fiduciaire, one of the same contractors producing genuine euro currency, which is precisely what gives the series its credibility as a collectible. The paper and watermark are real; the monetary status is not.
Berlin's Brandenburger Tor variant is among the higher-volume issues in the program, reflecting straightforward tourism economics rather than any philatelic scarcity calculation.
