The 0 Euro souvenir program launched in France in 2016 under the Euro Souvenir brand, with Oberthur Fiduciaire producing the notes to genuine banknote specifications — security paper, holograms, and all. Béziers was among the early municipal issues in the first wave. Legally worthless by design, the notes are exempt from counterfeiting law in most jurisdictions precisely because no nominal value is claimed, a quirk that allowed the program to use actual banknote production infrastructure without regulatory obstruction.

Oberthur's involvement gave the series its credibility with collectors skeptical of novelty items.
