The zero euro souvenir note program was launched in France in 2015 by Richard Faille, who obtained authorization from the European Central Bank on the condition that the notes carried no monetary value and could not be tendered for payment. Oberthur Fiduciaire prints the entire series under ECB license, incorporating genuine security features — including a security thread and raised print — that make them technically more sophisticated than many low-denomination circulating notes from developing economies.

Brussels is among the highest-volume subjects in the souvenir series, with multiple reverse designs issued across different years, each treated as a discrete collectible variant. Secondary market premiums depend almost entirely on print run size, which issuers control and occasionally do not disclose.
