The EuroSouvenir program, managed under license from the European Central Bank, authorizes the production of legal-tender-format zero-denomination notes for the tourist market. Oberthur Fiduciaire — one of the few security printers globally cleared to produce genuine euro-specification paper stock — manufactures these to the same technical standards as circulating currency, including the distinctive cotton-fiber substrate. The Casa Batlló example is among hundreds of site-specific issues in the series, each with a unique collector serial number that makes the numbering sequence itself a minor secondary market variable.
