The zero-euro souvenir note was introduced by the Union Européenne des Associations Historiques (UEAH) in 2015 as a collector-oriented product sold at tourist sites across France. They carry genuine euro security features — including a holographic strip and UV-reactive ink — printed by Oberthur Fiduciaire under the same technical standards applied to circulating currency, which is precisely why the Banque de France permitted their production. A denomination of zero makes them legal to produce without constituting currency.
La Mer de Glace, the glacier above Chamonix, has retreated over 2.5 km since the 19th century — a fact that gives this particular issue a quietly documentary quality the format never intended.
