The 0 Euro souvenir note program launched in France in 2016 under the oversight of the UEAP, with Oberthur Fiduciaire handling production — the same Rennes-based security printer responsible for banknotes issued by dozens of central banks worldwide. Each site-specific note is produced under license and assigned a unique collector reference number, making the series function more like a controlled philatelic issue than a conventional novelty.

The Cité de l'Automobile in Mulhouse holds the largest automobile collection in the world, a distinction that gives this particular note more institutional weight than most tourist-site editions in the series.
