The zero-euro souvenir note program, launched in France around 2015 by Richard Faudemer's company EuroBanknote, exploits a legal quirk: because the face value is zero, these notes require no central bank authorization yet are printed to genuine euro security specifications — same paper, same UV-reactive inks, same intaglio printing — by licensed security printers including Oberthur. The Cité des sciences et de l'industrie in La Villette, the largest science museum in Europe, is among hundreds of tourist sites that have commissioned their own editions.

Oberthur's involvement lends these pieces a credibility that distinguishes them from ordinary commemorative novelties. Each institution typically orders a numbered print run, and sold-out editions from popular venues have already developed a modest secondary market.
