The 0 Euro souvenir note program, administered through licensed arrangements with Oberthur Fiduciaire, was never legal tender — these notes exist purely as collectibles, sold at face value in euros at the issuing venue. Comics Station Antwerpen, a Belgian comics-themed entertainment and retail complex, joined a roster of hundreds of European tourist sites and institutions that commissioned the format from the mid-2010s onward. Oberthur prints them to genuine banknote security standards, which is part of the appeal and the commercial logic.
Collector demand has made regional and venue-specific variants from smaller issuers the more sought-after pieces in the series.
