Oberthur's 0 euro souvenir program, launched around 2015 in partnership with the European Banknote Memory Project, produces these notes to rigorous security standards — watermarks, holograms, and serial numbers — despite carrying no monetary value whatsoever. The printer's involvement lends them a technical authenticity that straight novelty items lack, which is precisely why they collect at all.
The Crète - Hellas issue is one of several hundred regional and tourist-site variants Oberthur has produced for the French and broader European market. No two print runs are guaranteed identical in serial numbering format.
