Futuroscope, the science and technology theme park outside Poitiers, opened in 1986 as a flagship project of the Vienne département — an unusual case of a French local authority directly financing and operating a major tourist attraction. The zero-euro souvenir note program, administered by the Union Européenne des Collectionneurs de Papier-monnaie, uses genuine currency-grade paper and Oberthur's security printing infrastructure, making these legally issued but monetarily worthless instruments more technically sophisticated than most circulating banknotes in developing economies.
Oberthur Fiduciaire has printed euro banknotes for the Banque de France since the single currency's launch, which is precisely what gives the souvenir series its collector appeal — the production process is authentic.
