The 0 Euro souvenir note program, administered through Euro Souvenir and distributed via participating tourist sites and retailers across Europe, has no legal tender status anywhere — these are printed collectibles from the outset, never intended to circulate. Oberthur Fiduciaire prints them to the same security specifications as genuine currency, including intaglio printing and embedded security threads, which is precisely the point: collectors are paying for the production quality, not monetary function.
The Halloween edition sits in a crowded seasonal subset of the program. Oberthur has produced hundreds of themed variants annually since the souvenir series gained traction around 2015.
