Souvenir euros are a FEAS-licensed product sold through tourism venues, museums, and seasonal markets — issued at face value of zero and never legal tender. Oberthur Fiduciaire prints the series under license, using genuine banknote paper and security features to satisfy FEAS specifications, which require that souvenirs be clearly distinguishable from circulating currency while still carrying collector appeal.
