The Mémorial de Caen, opened in 1988 on the site of a German military bunker, is one of the most visited historical museums in France — hence its appearance in the Euro Souvenir program, which selects tourist destinations specifically for footfall rather than numismatic significance. These zero-denomination notes are issued under UECS licensing and printed by Oberthur Fiduciaire, who also produce genuine euro banknotes for Banque de France, giving the souvenir an arguably more credible physical feel than its novelty status would otherwise warrant.
Not legal tender anywhere. The hologram strip is the one security feature borrowed wholesale from genuine issue production.
