The "zéro euro" souvenir note format was formally authorised by the European Central Bank in 2015, allowing licensed printers to produce legal-tender-denomination notes — at face value zero — that could not be confused with circulating currency. Oberthur Fiduciaire, one of the few ECB-approved security printers for the programme, produces these on genuine banknote paper with the full suite of euro security features, including a holographic strip.
Sète's water jousting tradition, the joutes sétoises, dates to at least 1743 on the Canal Royal. The UELJ commissioned this issue as a collector piece tied to that specific competitive tradition rather than to a tourist site or civic institution — an unusually narrow subject for the series.
