The souvenir euro program, administered through a network of tourist sites and cultural institutions across France, began issuing these zero-denomination notes in 2015. Oberthur Fiduciaire — one of the few security printers with the technical clearance to reproduce the euro format — produces them under strict ECB aesthetic guidelines that prohibit any design capable of being mistaken for legal tender. Marignane's museum dedicated to the comedian and actor Jules Muraire, known universally as Raimu, was among the early adopters of the format in 2016.
Raimu died in 1946, never having seen himself ranked by Orson Welles as the greatest actor who ever lived.
