The zero euro souvenir note program, administered by the European Banknote Memory Organisation since 2015, sells these pieces through tourist sites at a few euros apiece — the face value is legally zero, they cannot circulate, and that's the entire point. Parc de Clères, a zoological and automobile museum park in Seine-Maritime, is one of hundreds of French sites that have issued them. Oberthur Fiduciaire prints the series using genuine banknote paper with watermark security, which gives collectors the tactile experience of currency without any of the monetary function.
