The zero euro souvenir note program, administered by the European Banknote Memory Organisation since 2015, sells these pieces through tourist sites at a few euros apiece — the face value is legally zero, they cannot circulate, and that's the entire point. Parc de Clères, a zoological and automobile museum park in Seine-Maritime, is one of hundreds of French sites that have issued them.
