The 0 Euro souvenir note program was launched in France around 2015, driven largely by tourism operators and Oberthur Fiduciaire, which holds the contract for their production. They carry no monetary value and are not legal tender — the "0 Euro" denomination is a legal fiction that allowed the format to mimic genuine euro banknotes without falling foul of counterfeiting statutes, provided certain visual deviations from real currency are maintained. The Panthéon edition is one of hundreds of site-specific issues sold directly at monuments administered by the Centre des Monuments Nationaux.
Oberthur Fiduciaire has printed genuine French and African banknotes from its Chantepie facility for decades, which lends these souvenirs their convincing feel — same security paper, same intaglio printing.
